Андрей Бобырев 90f94434e9 refactor: separate basic web panel from pro product ...

Remove upgrade banners, GitHub PAT install flow, pro edition tier,
and all references to amnezia_web-PRO. Panel is now a standalone
basic product: view/delete clients and MTProto proxy only.
