feat(panel): donor strip + Telegram sponsor in footer

Public GET /api/panel/footer with env-backed URLs (defaults: Boosty + t.me sponsor). install.sh forwards PANEL_FOOTER_*. Promo only in admin SPA, not nginx landing.
