feat(install): INSTALL_FREE_COMMUNITY_ACTIVATION persists GitHub PRO UI opt-in

Browse Source 
One env enables community + ALLOW_COMMUNITY_* and writes marker in DATA volume
for idempotent reinstalls without re-export.
